Анотація

Стаття присвячена дослідженню загального стану функціонування електронних закупівель в Україні в сучасних умовах та вивчення інструментів модулю аналітики електронних закупівель в системі Prozorro, Проаналізовано зокрема і зміни, що сталися з початком введення воєнного стану в Україні. Розкрито суть поняття публічних закупівель та передумов їх виникнення. Вивчено світовий досвід впровадження публічних закупівель та його вплив на впровадження даної системи в Україні. Становлення економічного благополуччя держави важко уявити без повноцінного функціонування механізму проведення прозорих державних закупівель, який здатен забезпечити безперебійну взаємодію між усіма представниками економічної системи. Досліджено перспективи розвитку електронних закупівель в Україні, виявлено наявні проблеми та запропоновано шляхи їх вирішення.
The article presents the results of a study of the functioning of the public procurement system in the economy of Ukraine. Approaches to improving the public procurement system are revealed. It has been established that public procurement is an element of economic management and a powerful tool for its regulation, but there are a number of unresolved problems in this area. The most important directions of functional development of the system is the construction of a transparent process during tenders, fight against corruption and business involvement in public procurement. The article analyzes the current state of public procurement in Ukraine over the past few years, focusing on the period of martial law. The purpose of the article is to identify the main trends in the development of the public procurement system of Ukraine at the current stage, as well as to find ways and directions to improve the system of electronic public bidding. It is substantiated that the creation of an electronic bidding system will allow to significantly reduce the spending of public funds by bidders on the acquisition of procurement items, organization and implementation of the procurement process. The introduction of martial law in Ukraine was a new push for urgent changes and adaptation to current conditions. These changes related both to the sphere of the legislative framework and to the bidding procedure itself. The number of documents required from the Supplier has been reduced, thus attracting more of them, encouraging competition and lower bids. The terms of the procurement procedure are also shortened, which in turn helps to make the direct purchase of goods or works or services faster. The prospects for development were analyzed and plans for future events were drawn up to ensure the improvement of the state of public procurement in Ukraine. The conclusions of the work are, first of all, that the introduction of a modern system of electronic public procurement will ensure their maximum openness and optimization of public costs due to cost minimization and reduction of delivery times, improvement of quality levels and reliability of fulfillment of contract conditions.
