Анотація

У статті досліджено проблему визначення та класифікації ресурсів влади у зарубіжній політичній думці ХХ ст. Особлива увага зосереджена на величезній різноманітності концепцій та відсутності загальноприйнятого (універсального) потрактування ресурсів влади.

В статье исследована проблема определения и классификации ресурсов власти в зарубежной политической мысли ХХ в. Особое внимание сосредоточено на огромном разнообразии концепций и отсутствии общепринятой(универсальной) трактовки ресурсов власти.

The article studies the problem of determination and classification of government resources in a foreign political thought of the XX century. The main attention is paid to a great variety of conceptions and absence of an accepted (multifunctional) rendering of government resources.
Government is often said to be a tool of influence on one’s behavior or events development. The notion of government resources allows to explain what exactly underlies a person’s power and in what way a person manages to make an object act in a defined direction. Most scientists agree that government resources are various and there is no “multifunctional” resource. H. Laswell і Е. Caplan define eight main resources (“core values”) of a government: government (being simultaneously a basis of another(bigger) power), respect, a moral duty, love, welfare, fortune, skills and intelligence. Dal’ has offered a more detailed list of political rule resources containing free time of a political actor, money and fortune, work places control, information control, social state, charismaticness, popularity and legitimacy, official powers, solidarity, capability to receive support from other people and groups etc.
Not all leverages over an object being at a person’s disposal are government resources, but only those, which can provide an object suborninance. These and those things and features become government resources only concerning certain people and can be efficient only under certain conditions. Those possessing government resources do not automatically become wielders of power if they don’t have enough knowledge and experience to use resources.
Complexity and differences of government are reflected in a great variety of conceptions and absence of an accepted rendering of its resources. The analysis of government resources has shown that every classification has a «grain of truth», but at the same time contains some restrictions, i.e. gaps in accuracy of interpretation of aspects in power relations system.
