Анотація

Соціальне партнерство сьогодні прийнято трактувати як спосіб інтеграції інтересів суб’єктів суспільних відносин. Тому актуальним є питання розвитку партнерської взаємодії суб’єктів освітньої діяльності, оскільки система освіти в сучасних суспільних трансформаціях є сферою активізації спільних інтересів. Мета статті: визначити етапи й рівні налагодження соціального партнерства закладу середньої освіти із громадою. Застосовано наступні методи дослідження: метод порівняльного аналізу – з’ясувати поточний стан проблеми формування соціального партнерства в системі освіти; систематизації, інтегрування, зіставлення – теоретично обґрунтувати етапи й рівні розвитку відносин між суб’єктами соціального партнерства. Установлено, що налагодження механізму взаємодії закладу середньої освіти з громадою здійснюється поетапно. Кожен етап формування системи соціального партнерства характеризується певним рівнем розвитку взаємовідносин між партнерами, наявністю форм і методів налагодження діалогу між ними. Суб’єкти соціального партнерства досягають ефективної співпраці, співдружності, якщо їхні відносини переходять до останнього етапу свого розвитку – етапу творчої взаємодії. На основі трансформації взаємин між партнерами встановлюються рівні (початковий, середній, високий) розвитку соціального партнерства. Водночас, кожна школа індивідуально, відповідно до власних потреб і потреб місцевої громади вибирає напрями співпраці з соціальними партнерами. У процесі спільної діяльності реалізуються соціальні проєкти, впроваджуються суспільні ініціативи, здійснюється залучення громадськості до управління школою, що сприяє, в цілому, розвитку і закладу освіти, і самої громади.
Today, social partnership is interpreted as a way to integrate the interests of public relations subjects. Therefore, the issue of developing partnerships between the subjects of educational activities is relevant, as the education system in modern social transformations is an area of common interests activation. The purpose of the article is to determine the stages and levels of establishment of social partnership of secondary education with the community. The following research methods were used: the method of comparative analysis - to determine the current state of the problem of forming a social partnership in the education system; systematization, integration, comparison - to theoretically justify the stages and levels of development of relations between the subjects of social partnership. It is established that social partnership depends on the subjects united by a common goal; it has a structure that contains the content and types of interaction between partners. The content of social partnership is determined by the purpose and objectives of the institution, the department of education, the strategy and tactics of the development of the secondary education institution. The kind of interaction indicates how the partners cooperate, agree on plans and implement them. The eff ectiveness of cooperation between the partners is determined by the following criteria: the activity of partners in defi ning the goals (short and long perspective) and planning joint activities to achieve them; responsibility for the joint result; the principles of building the relationships: trust, mutual respect, openness, sincerity, honesty, etc. In total, there are twelve procedural components to building a partnership: situation assessment, partner identifi cation, interaction building, management planning, provision of resources, implementation, measurement of results, evaluation, adjustment and refi nement, creation of an institutional basis, continuation or completion. The establishment of the mechanism of interaction of the secondary education institution with the community is carried out in stages. Each stage of formation of the system of social partnership is characterized by a certain level of development of relations between the partners, availability of forms and methods of dialogue between them. The subjects of social partnership achieve eff ective cooperation, commonwealth, if their relations pass to the last stage of their development − the stage of creative interaction. Based on the transformation of the relationship between the partners, the levels (initial, intermediate, high) of the development of social partnership are established. At the same time, each school individually, according to its own needs and the needs of the local community chooses areas of cooperation with social partners. In the process of joint activities, social projects are implemented, public initiatives are implemented, the public is involved in school management, which contributes, in general, to the development of both the educational institution and the community itself.
